Chief Technology Officer
Mr. Earl has extensive experience in both the private sector and Government service. In uniform, he served in the United States Air Force in a variety of highly technical positions, working with leading edge technologies to provide the USAF with advanced warfighting capabilities. After leaving the USAF, Mr. Earl worked in technology leadership roles for large defense contractors, as well as hardware and software manufacturers and program support contractors. After more than a decade in the private sector working DoD programs, Mr. Earl went back into public service as an Army Civilian, functioning as the Technical Director of a critical ACAT IA program in PEO EIS. In this capacity, he led the program through critical design, development, integration and testing activities to achieve Milestone Decision Approvals from the Defense Acquisition Executive. He then was selected to be the Chief Technology Officer and Deputy CIO for another transformational ACAT IA program portfolio in PEO EIS. The demand for Mr. Earl’s expertise and guidance has extended beyond his programs where he was often pulled into PEO EIS Headquarters Special Projects, in addition to his other responsibilities. He is Level 3 Certified in Information Technology against the Defense Acquisition University’s requirements, as well as Level I Certified in Program Management.
